The Scanlon Foundation Research Institute has commissioned and published the Improving PALM: The Pacific Australia Labour Mobility Scheme report, which examines how the scheme operates in practice, where it has delivered benefits and where structural challenges remain.

Authored by Peter Mares, an independent journalist, writer and researcher, the report is a constructive resource for reflection and discussion across policy, industry and community settings and puts forward 10 recommendations for improvement.

More than 32,000 Pacific and Timorese workers are currently employed in Australia under the PALM scheme, largely in regional horticulture and meat processing.
